The Foundation was established in 1969 by visionary developer and master planner, James Rouse. Rouse understood that only so many of the needs of the community could be met by the government, and that there would need to be organized, private philanthropy as well. Originally known as the Columbia Foundation, the official name was changed to the Community Foundation of Howard County in 2012 to more accurately encompass the geographic area of service addressed by the organization.
