The Howard County Community Relief Fund functions as a permanent, flexible philanthropic fund that mobilizes donations, coordinates grants, and supports recovery and resilience during local crises.
The fund traces its roots to the July 2016 flash flood in Ellicott City, when intense rainfall caused sudden, destructive flooding that overwhelmed homes and businesses and prompted a broad community response. In the aftermath, local philanthropic infrastructure coalesced to channel resources quickly to affected residents and nonprofits. That emergency moment led to the creation of a standing Community Relief Fund to make future crisis response faster and more coordinated.
The fund serves as a central repository for donations during emergencies, allowing individuals, businesses, and institutions to give to a single, trusted vehicle rather than multiple ad hoc appeals. From there, the Community Foundation of Howard County can aggregate gifts, vet needs, and distribute grants to nonprofit partners and direct relief programs. This centralized approach reduces duplication, speeds decision-making, and helps ensure funds reach the most urgent needs.
When a crisis hits, the foundation typically does three things: launches a public appeal, assembles a review or advisory committee, and issues grants or partners with local agencies to deliver services. Key benefits include speed, accountability, and local knowledge. A standing relief fund means donors don’t have to wait for new structures to be created; the foundation’s existing governance and grant processes enable rapid deployment. Centralized funds also provide transparency and oversight, which helps maintain public trust and ensures that relief dollars are used effectively.
How community members can engage:
- Donate to the Community Relief Fund during emergencies to ensure contributions are coordinated and impactful.
- Partner if you represent a nonprofit: apply for grants or collaborate on service delivery when the foundation issues requests for proposals or emergency grant rounds.
- Volunteer or advocate to help with outreach, needs assessment, and long-term recovery planning; community input helps the foundation target resources where they matter most.
The Community Relief Fund was central in response to both the 2016 and 2018 floods, as well as in response to the COVID-19 pandemic. The fund was reactivated again this fall during the November “Neighbors in Need” campaign to support community food assistance programs rising from the government shutdown and the loss of SNAP benefits. All donations received to the Community Relief Fund in November 2025 were distributed to local food assistance programs.
The Foundation issued a public appeal on November 1, and Howard County stepped up once again! More than $12,000 was raised through the “Neighbors in Need’ appeal, and we are extremely grateful for every donor who contributed. The donations were granted evenly between Columbia Community Care (CCC) and the Howard County Food Bank, which is administered by the Community Action Council of Howard County (CAC).
